UST Compliance Audit

Marine Corps Base (MCB) Camp Pendleton, Oceanside, CA

RORE performs basewide compliance audits at 49 UST facilities for MCB Camp Pendleton.  Work includes review of Federal, State, and local regulations applicable to UST facilities, a field audit of each facility utilizing the County of San Diego DEH Hazardous Materials Management Division UST Monitoring System Certification procedures, and preparation of a Compliance Audit Report.  MCB Camp Pendleton has attained 100% compliance of base UST systems (i.e., 0% UST system deficiencies) since RORE’s 2007 and 2008 audits; this can be attributed primarily to an increased awareness and understanding of UST systems operation by base personnel and on-going system improvements. 

RCRA Facilities Assessment (RFA), Visual Site Inspection (VSI), and Environmental Sampling

Naval Air Weapons Station (NAWS) China Lake, CA

Under the direction of DTSC policy and environmental objectives, RORE has completed a VSI of more than 800 potential release areas (PRAs) throughout the NAWS China Lake footprint.  PRAs inspected include aboveground storage tanks, underground storage tanks, hazardous waste accumulation areas, hazardous material storage areas, and miscellaneous areas (e.g., septic systems, equipment boneyards, and burn areas).  The VSI is a requirement under the RCRA Part B Permit to inspect RCRA-regulated solid waste management units and areas of concern at the facility.

CERCLA/RCRA Site Investigation and In-situ Site Remediation Study

Riverbank Army Ammunition Plant (RBAAP), Riverbank, CA

RORE was contracted by USACE Sacramento District initially to prepare a RCRA Facility Investigation (RFI) for the RBAAP; based upon project performance, RORE was further contracted to provide a site inspection (SI), to develop innovative remedial alternatives, conduct remedial feasibility studies (FS), and develop and implement the Remedial Action Plan (RAP) to remediate PCB-contaminated pipelines and chromium VI and cyanide in soil and groundwater at the facility.  RBAAP is a government-owned and contractor-operated (GOCO) facility with a RCRA Part B permit; it is also a BRAC and NPL site that requires long-term cleanup under CERCLA.

Environmental Baseline Surveys (EBS), LBP and ACM Surveys and Risk Assessments

Navy Family Housing, San Diego, CA

RORE performed EBSs for more than 20 NAVFAC Southwest family housing and military sites (2,268 housing units) throughout San Diego and the surrounding area.  The EBSs were completed for the Navy Public Private Venture (PPV) Program.  The purpose of each EBS was to determine the environmental condition of each subject site and to evaluate the potential for environmental impact from past environmental releases of hazardous substances.  ACM Surveys and/or LBP Surveys and Risk Assessments were conducted at more than 110 buildings in support of the project; this included surveys conducted at facilities designated as historical under the National Historic Preservation Act.
